Karnataka likely to make 10-year domicile must for PG course aspirants

Sunday, January 12, 2014

Even as the Aam Aadmi Party proposes to reserve college seats in Delhi exclusively for locals, the Congress government in Karnataka has decided to introduce a new stringent 10-year domicile condition on aspirants for postgraduate medical and dental seats in colleges in the state in an effort to ensure that more local students gain admissions to PG courses.

Medical education minister Dr Sharan Prakash Patil, while announcing the admission process for PG courses for the 2014-15 academic period here Friday, said the government has tried to ensure that more students from Karnataka get access to the 1010 government quota PG seats in the medical and dental streams for the academic year.
“A 10-year domicile condition is being introduced for admissions to government quota PG seats this year to protect the interests of local students. Previously, there were no domicile conditions and the majority of seats was being garnered by outsiders,’’ the medical education minister said.

Under the new domicile conditions, only students who have studied in Karnataka for years or children of a parent who has studied in the state for a minimum of 10 years are eligible for the government quota PG seats.
The minister said the measure was being taken because the state was surrendering 50 per cent of its PG medical and dental seats to an all-India quota while the remaining caters to Karnataka students.
The state government has decided to conduct PG entrance exams for the 2014-15 academic year through the National Board of Exams for the government quota in an effort to bring transparency into a system plagued by complaints of irregularities while being handled by the state government’s Rajiv Gandhi University for Health Sciences.

From the 2015-16 academic year, the state government has agreed to conduct all PG admissions through the merit list generated by the AIPGMEE national entrace test conducted by the NBE – which will result in all aspirants taking only one exam for entrance for admissions to all the 2,000-plus PG seats available in government and private colleges in Karnataka.

Supreme Court tells Centre to decide on reservations in super-speciality posts

Saturday, January 18, 2014

Although the Supreme Court has left it to the Centre to decide whether there should be reservations in super-speciality posts such as those at All India Institute of Medical Sciences (AIIMS), implementing such quotas will be wrong. Super-speciality posts, especially in medicine, require anexceptional degree of expertise and excellence that cannot be compromised. This is all the more so because such medical specialists are in the profession of saving human lives. Their patients expect the very best of medical care. Quotas here would dilute the quality of service and possibly lead to unfortunate accidents.

By its very definition a specialist is a professional who possesses knowledge and skills beyond the ordinary. In fact, merit is an automatic prerequisite for such a post. Naturally, all professionals in any given profession cannot become specialists. This fact is sufficient to exclude super-speciality posts from the remit of reservations. While the latter aims to empower the disadvantaged, the former is meant to recognise the most meritorious. As it is, the healthcare sector in India suffers from an acute shortage of specialist medical practitioners. According to the Planning Commission, the country`s government-run healthcare system faces an 88% shortage of specialist doctors.

In such a scenario, imposing quotas on super-specialist posts would further hamstring the healthcare sector. In fact, instead of pushing reservations, the government should invest in capacity building and training. This would not only boost the woefully inadequate human resources in medicine, but also provide enough opportunities to candidates from disadvantaged sections of society to rise to the top of the medical profession without compromising on merit. Similarly, super-speciality posts in other fields such as science, engineering, armed forces, etc need to be firewalled from reservations. Otherwise, India`s human capital and dreams of emerging as a knowledge hub will lie in tatters.

COUNTERVIEW
Let's counteract prejudice
Murali Ramachandran

The Supreme Court has wisely ruled that giving quotas in super-speciality medical posts is the Centre's call. Government should now proceed and implement reservation in all concerned institutions. The argument that reservation should only be for mundane or routine jobs and not for technical posts is rather dim-witted, and based on the conceited belief that there are no adequately qualified people in less privileged groups who can aspire to so-called speciality posts.

Consider, for instance, the ban on reservation for less privileged groups in faculty positions in AIIMS. Hundreds of students of less privileged groups have successfully passed graduate and postgraduate medical courses across many institutes of national excellence, including AIIMS. Reservation would ensure that they would also have a reasonable chance for claiming a fair share of faculty seats, without any discrimination. And how does quality suffer when all aspirants from less privileged groups also go through the same rigorous selection process for super-speciality posts?

Another major issue here is the reintroduction of a professional caste hierarchy in certain areas like medicine, engineering and other scientific and technical posts by designating them as super-speciality posts. This is a dangerous trend because it is in higher knowledge institutions that complaints of discrimination and prejudice against the less privileged have been most rampant. For instance, a recent report showed that people from scheduled tribes constituted less than 3% of teaching staff in these institutions. Data from the University Grants Commission also shows that the share of professors from scheduled castes in central universities has come down sharply in recent years. Though the reason cited by selectors is the lack of qualified candidates from this group, this is also used as an alibi to scuttle reservation and transfer seats to the open category candidates.

Coming soon – 5,800 more MBBS seats, 58 new medical colleges

Updated 03/01/14

The government on Thursday cleared a proposal to set up 58 new medical colleges in states with central assistance as well as upgradation of district hospitals.

This will lead to the creation of 5,800 more MBBS seats. Currently there are around 50,000 MBBS seats across the country.

The approval was given by the Cabinet Committee on Economic Affairs at a meeting.

Finance Minister P. Chidambaram told reporters the approval was given for establishing 58 new medical colleges by upgrading existing district hospitals in deficient states with an intake capacity of 100 MBBS seats in each medical college.

While the funding pattern of states will be 75:25 under the scheme, it will be 90:10 by central and state governments respectively for northeastern states and special category states.

The total cost of establishment of one medical college is about Rs.189 crore. (Read: Why I became a doctor)

The step is also aimed at providing more doctors and increasing the doctor-patient ratio which is currently low.

At present, there are a total of 381 medical colleges in the country with 49,918 MBBS seats registered with the Medical Council of India, the apex medical regulator.

Orisa(Odisha) to consider AIPMT for MBBS & BDS Admissions 2014

Odisha will consider the All India Pre-Medical Test (AIPMT) for MBBS & BDS Admissions instead of conducting a state level entrance test, as reported on Times of India. The decision has been taken by Odisha as the Honorable Supreme Court of India has struck down NEET UG for MBBS & BDS admissions.

Post the cancellation of NEET UG, the Central Board of Secondary Education (CBSE) has announced that it will conduct AIPMT on 04 May 2014. The syllabus for AIPMT 2014 is same as that of the NEET UG 2013, in Odisha instead of the 15% seats 85% of the seats will be filled on the basis of AIPMT. Medical students must make a note of it and shouldn’t take AIPMT easily, don’t hope for a separate state level medical entrance test in Odisha.

410 more MBBS seats for Bihar Medical colleges this year

Bihar is set to get 410 more undergraduate medical seats this year, as compared to 2012, including 100 seats each in new medical colleges at Bettiah and Pawapuri.

As such, 950 MBBS seats may be up for grabs in Bihar this year, as compared to 540 seats last year. This has become possible after consent from the regulator, the Medical Council of India (MCI).

The MCI has granted one-time permission for enhancement of annual intake capacity in undergraduate courses at government medical colleges across the country for the academic session 2013-14.

As per an MCI notification, existing government medical colleges, which enjoy minimum 10 years of standing from the date of grant of initial letter of permission by the Central government, were eligible for the benefit.

The notification said those having an annual intake of 50 seats or more but below 100 MBBS seats were eligible to apply for enhancement of annual intake capacity to 100.

Medical institutions with an annual intake of 100 or more but below 150 MBBS seats were eligible to apply for enhancement of annual intake capacity to 150.

This, the MCI had made it clear, was a “one-time measure” and would be subject to MCI inspection from the following year.

In keeping with the conditions laid down in this notification, five of the seven existing medical colleges of Bihar applied for enhancement of MBBS seats.

While the Patna Medical College Hospital (PMCH) applied for increasing its medicos’ intake from 100 to 150, the Jawaharlal Nehru Medical College Hospital (Bhagalpur), Anugrah Narayan Magadh Medical College (Gaya) and the Sri Krishna Medical College (Muzaffarpur) moved for seat enhancement from 50 to 100 each.

The Darbhanga Medical College Hospital (DMCH) applied for increasing intake from 90 to 100. The MCI nod covered 100 seats each for new medical institutions at Bettiah and Pawapuri.

Confirming the developments, additional secretary, health, RP Ojha said, “We are awaiting letter of permission (LoP), which should come from the MCI any day now”.

The MCI board of governors, he said, was scheduled to meet on Wednesday (July 31). “Unless there is any technical flaw in our application, there is no reason why the intake capacity is not enhanced. However, unless we get the LoP, we will not be able to take admissions on the increased quota”, he explained.

PMCH principal Dr NP Yadav said, “The idea behind the Centre's move is to enhance the intake capacity in existing medical colleges so as to augment human resources in medicine for attaining optimum doctor-population ratio in the nation, without compromising on the prescribed minimum standards of medical education

No MBBS admission list yet from private colleges

Preetu Venugopalan Nair,TNN | Oct 30, 2013

KOCHI: Almost a month after the closing of MBBS admissions to self-financing medical colleges, only four colleges have submitted the complete list of students they have admitted in the 35% management quota seats to the admission supervisory committee (ASC).

The ASC is now planning to get the admission list from the university and check if the students admitted in the management quota are from the merit list prepared by them. Of the eight self-financing medical colleges, only the Sree Narayana Institute of Medical Sciences, Ernakulam; Travancore Medical College, Kollam; MES Medical College, Palachode, Perintalmanna; and DM Wayanad Institute of Medical Sciences have submitted the list to the ASC. The admissions were completed on September 30.

"We are in the process of studying the list submitted by the four colleges and have also called for the list submitted by the colleges to the Kerala University of Health Sciences (KUHS) to compare," said ASC chairman Justice J M James.

As the self-financing colleges are affiliated to KUHS, they have to submit the list of students in their rolls to the university for registration. "The students can write the exam only after their names are registered with the university," an ASC source said.

The ASC had, in September, asked the self-financing medical colleges to provide a list of all students admitted under various categories -- general category, management quota (35%) and NRI quota (15%). This was done after it came to the ASC's notice that some students admitted under the management quota were from outside the list of qualified candidates prepared by the committee.

On scrutiny, it was found that MES Medical College and Gokulam Medical College had admitted three unqualified candidates each and the KMCT Medical College, 12 such candidates. The committee also found that the list furnished by five other medical colleges was incomplete.

The committee had then nullified the admissions of candidates whose names did not figure in the list of 408 qualified candidates prepared by them.
